OFFICIAL GRANT COUNTY OREGON COVID-19 WEBSITE
Over the last two weeks the Grant County Court has been working with the Grant County Emergency Operations Center (EOC) on submission to the State of Oregon Coronavirus Relief Fund. The State of Oregon received Coronavirus Aid, Relief, and Economic Security (CARES) Act funds from the Federal Government and the State is deciding how and when those funds will be spent.
On Friday, May 15, the Legislative Emergency Board directed $400 million of the state's $1.635 billion Coronavirus Relief Fund allocation from the CARES Act to support local government. The reimbursement process will be split into two phases, and the first phase has a short turnaround time. Local governments have until Friday, May 29, 2020 complete and submit.
Grant County worked with the Grant County EOC and Economic Development, the State Unemployment Division and a private contractor do conduct a business impact assessment for business in Grant County the financial impact of COVID-19 is disastrous for businesses and the financial health and security for our county (see 3 page document for further details):
Lost Payroll: $2,272,797.00 ($7,451.79 per lost job)
Economic Revitalization: $1,925,000.00 ($2,500 per business)
Total Estimated Need: $4,197,797.00
On late Thursday afternoon of 05/28/2020 the Grant County EOC, on behalf of the Grant County Court, submitted a proposal to the State of Oregon for reimbursement of COVID-19 related costs, for the Grant County Health Department and EOC along with a request for millions of dollars of aid to local businesses. Within an hour the State of Oregon sent back a reply, here is what the State said about providing funds to struggling businesses:
“In Section V of your request you have included amounts for the following items, "Small business- lost payroll program projection" and "Small business- Economic revitalization program projection". First, the CRF funds are to be a reimbursement of actual expenses so please make sure that all of the amounts you have requested are the actual costs incurred between March 1 and May 15. Second, these programs would be considered economic support under the Federal guidance and are eligible for reimbursement using CRF funds, however, Oregon is not including economic support in this first reimbursement period.(emphasis added) Per the Governor's letter we are prioritizing eligible costs related to medical expenses, public health costs, payroll for employees dedicated to COVID-19 and expenses to facilitate compliance with COVID-19 measures. I would ask that you update your request template to remove these items in this request and resubmit the template. Additional guidance will be issued for the next round of reimbursements which will occur in July.”
Late in the evening of Thursday 05/28/2020 Grant County resubmitted a proposal to the State of Oregon for reimbursement of COVID-19 related costs. This second submission had the required modifications (above) in order for the county to complete the submission process. Grant County is currently waiting to hear back from the State of Oregon on our second Coronavirus Relief Fund request for financial assistance.
